This is essential reading for any parent navigating SEND support.
This document breaks down one of the most significant parts of the government’s new SEND Reform: the proposed Specialist Provision Packages. These packages are set to replace much of the individualised support that children currently receive through EHCPs, shifting the system toward standardised categories of need and pre‑designed provision. For many families especially those whose children have complex, overlapping profiles such as autism, ADHD and PDA this represents a major change in how support will be assessed, delivered and legally secured.
The document explains, in clear language, what these packages are, who they are intended for, and how they link to the new ISP (Individual Support Plan) system. It highlights the lack of a formal definition for “complex needs”, the risk of children being placed into ill‑fitting categories, and the potential loss of individualisation that currently protects children through Section F of an EHCP. It also outlines the concerns raised in the Equality Impact Assessment, including the risk that standardisation may disadvantage autistic children, children with ADHD, and those with trauma‑linked or demand‑avoidant profiles.
Parents reading this will gain a grounded understanding of how the reforms could affect access to therapies, specialist placements, EOTAS, and tribunal rights. The aim is not to alarm, but to equip families with the knowledge they need to respond to the consultation and advocate effectively for their children.
