How the Children and Families Act 2014 Links to SEND Provision

The Children and Families Act 2014 (CAFA) is the cornerstone of SEND law in England, setting out the legal framework for Education, Health and Care Plans (EHCPs) and the duties of Local Authorities. Part 3 of the Act establishes the right to a coordinated assessment and planning process, ensuring that children and young people with special educational needs receive provision that is specific, quantified, and legally enforceable. It mandates joint commissioning across education, health, and social care, and introduces the Local Offer, giving families transparency about available support. This resource helps parents understand how CAFA underpins every stage of the SEND journey from requesting an EHC Needs Assessment to challenging unlawful provision and empowers them to hold authorities to account.
